Artykuł przedstawia koncepcję tzw. srebrnej gospodarki jako systemu gospodarczego związanego ze starzeniem się populacji, którego rozwój ma cechy idei polityki publicznej. Opracowanie w pierwszej kolejności przybliża dyskurs i etapy procesu konstruowania tego systemu przez międzynarodowych i krajowych aktorów polityki publicznej wobec starzenia się ludności. Następnie przeprowadzono krytyczną analizę wymiarów i obszarów wdrażania i rozwoju koncepcji srebrnej gospodarki oraz przegląd jej zewnętrznych i wewnętrznych ograniczeń. Podsumowanie zawiera propozycje dalszych kierunków badań.
W ostatnich latach obserwujemy intensywną debatę publiczną dotyczącą implementacji koncepcji miast i gmin przyjaznych starzeniu się (age-friendly cities and communities) oraz jej nowszej i szerszej odsłony związanej z inteligentnymi i zdrowymi przestrzeniami przyjaznymi starzeniu się (smart healthy age-friendly environments, SHAFE). Rozdział koncentruje się na zwięzłym przeglądzie obejmującym te zagadnienia. W pierwszej części artykuł przybliża podstawowe pojęcia i wybrane działania Komisji Europejskiej w obszarze upowszechniania dialogu międzypokoleniowego oraz programowania polityk relacji międzypokoleniowych. Następnie zaprezentowano krótkie omówienia studiów przypadku dotyczące wybranych projektów innowacji społecznych i metodyk mających na celu: (1) wzmocnienie pozycji facylitatorów koncepcji miast i gmin przyjaznych starzeniu się oraz inteligentnych, zdrowych i inkluzywnych przestrzeni; (2) ułatwienie obywatelom, szczególnie osobom starszym, radzenia sobie z sytuacjami kryzysowymi w obszarze zdrowia publicznego; oraz (3) wspieranie głosu seniorów i seniorek w podejmowaniu decyzji co do celów i zadań polityk publicznych (współprojektowanie), ich wdrażania (współzarządzanie, współrealizowanie/koprodukcja usług publicznych) oraz ich monitorowania i ewaluacji (współocena). Ostatnia część zawiera rekomendacje dla wybranych podmiotów odpowiedzialnych za politykę publiczną wobec starzenia się ludności oraz propozycje kierunków dalszych badań.
The chapter is the final one in the volume of collected papers aiming to discuss the sharing economy in Europe. The idea of the book emerged within the research network created by the COST Action CA16121 ‘From Sharing to Caring: Examining Socio-Technical Aspects of the Collaborative Economy.’ The authors of the chapter sum up theoretical and empirical materials as well as country-specific cases provided in the book. The article critically assesses the current status of the sharing economy in European countries by highlighting major controversial issues related to deregulation, market disruption, or social inequality. The authors conclude that, considering the comprehensive and up-to-date materials collected and analysed in the book, it may become an outstanding source of knowledge and a practical tool in the process of expansion of the sharing economy in Europe and beyond.
This chapter explains the rationale behind the book. It provides basic definitions of the concept of the sharing economy as well as the primary meanings related to the subject of the analysis undertaken in the subsequent chapters. This Introduction also includes a description of the main benefits of the analysis of the sharing economy from a European perspective. It highlights that the idea of the book emerged from the collaboration of most co-authors in the COST Action CA16121 ‘From Sharing to Caring: Examining Socio-Technical Aspects of the Collaborative Economy.’ Finally, the outline of the book is presented, providing a description of the content of each chapter within this academic collection.
The purpose of this chapter is to analyse approaches to the sharing economy from the perspective of public policy science. In the first part of the text, attention is paid to perceiving the development of the emerging sharing economy not only as phenomenon with positive economic effects but also as a set of public problems (e.g., on the labour market and for existing economic structures) that require intervention at the level of national governments as well as at international level. Subsequent sections identify possible actions for regulating the development of the sharing economy. The role of soft law, stakeholders’ networks, self-regulation and standardisation are discussed in the chapter. The summary includes potential directions for further research.
Podstawowym założeniem artykułu jest uznanie, że złożoność wyzwań związanych ze starzeniem się populacji wymusza rozwój powiązań kooperacyjnych między podmiotami polityki publicznej reprezentującymi różne sektory. Innymi słowy: niezbędna jest bardziej intensywna i lepiej skoordynowana współpraca między organizacjami sektora publicznego, komercyjnego, pozarządowego, nieformalnego oraz sektora obejmującego podmioty gospodarki społecznej (np. spółdzielnie). Zasadnicze znaczenie ma w tym kontekście wdrażanie założeń teorii współzarządzania (governance), koprodukcji oraz mieszanej gospodarki dobrobytu (inaczej: wielosektorowej polityki społecznej). W konsekwencji artykuł wskazuje na wybrane wątki dyskursu dotyczącego relacji procesu starzenia się ludności z przedsiębiorczością społeczną i innowacjami społecznymi. Tekst przytacza także przykłady dobrych praktyk i inicjatyw z obszaru gospodarki społecznej. Podsumowanie zawiera rekomendacje dla podmiotów polityki publicznej oraz proponowane kierunki dalszych badań.
The paper presents the concept of the „silver economy” as an economic system related to population aging and underlines the features of this policy idea. The study first introduces the discourse and stages of constructing this system by international and national public policy actors in aging. Next, a critical analysis of the dimensions and areas of implementation and development of the silver economy as a policy concept was carried out as well as a review of its external and internal limitations. The conclusion contains proposals for further research directions.
This book is the culmination of the COST Action CA15212 Citizen Science to Promote Creativity, Scientific Literacy, and Innovation throughout Europe. It represents the final stage of a shared journey taken over the last 4 years. During this relatively short period, our citizen science practices and perspectives have rapidly evolved. In this chapter we discuss what we have learnt about the recent past of citizen science and what we expect and hope for the future.
The term collaborative economy (CE) itself is relatively new, and according to the European Commission, the term is used interchangeably with the term sharing economy (SE). The term SE was frequently used when early models, such as Airbnb or ZipCar, appeared and gained popularity, especially in the United States, but it was afterwards substituted with the term CE in the European contexts. The country reports in this collection often use the two terms interchangeably, further illustrating the fact that a generally agreed definition is still missing. However, the ambition driving the term CE is to create specific European economic models with greater emphasis on the community’s involvement. In Europe, it is still the case that the definition of the CE and SE remains fuzzy, including both non-profit and for-profit models, supported by both monetary and non-monetary exchanges among participants. The phenomenon is complex, covering various fields of activity, as well as operating at various levels, ranging from the international to the national, regional, and local. Some definitions focus mostly on sustainability, while others highlight technological and financial aspects and business models specific to the phenomenon. This chapter is organized as follows. First, a short overview of the basic theoretical approaches to CE is presented. Further, the structure of the book is discussed in detail, and the text closes with a summary.
Artykuł zawiera przegląd wybranych powiązań pandemii COVID-19 z teoriami ryzyka. W pierwszej kolejności przedstawiono podstawowe pojęcia dotyczące przygotowania i mobilizowania sieci podmiotów polityki publicznej do wspólnych działań w warunkach niepewności. W dalszej części omówiono zagadnienie gotowości na ryzyko wystąpienia pandemii i jej zwalczania. Następnie przedstawiono wybrane możliwe efekty społeczne, gospodarcze i polityczne pandemii COVID-19. W podsumowaniu wskazane zostały rekomendacje dotyczące zarządzania podmiotami publicznymi na dalszych etapach rozwoju pandemii i w okresie po pandemii oraz propozycje dalszych kierunków badań.

The article presents an overview of selected connections of the COVID-19 pandemic with risk theories. The study first explores the basic concepts of preparing and mobilizing networks of public policy actors to act together under conditions of uncertainty. The following section discusses the pandemic risk preparedness and fighting. Then, selected possible social, economic and political effects of the COVID-19 pandemic are discussed. In summary, recommendations regarding the public management in the further stages of the pandemic development and in the post-pandemic period were indicated, as well as proposals for further research directions.

Demography is typically defined as the study of human populations and the changes in their quantity associated with migration, fertility, and mortality. The term demography comes from Greek word and means “describing people.” Thus, this discipline deals with the characteristics of the population, taking into account features such as, sex ratio, age structure, composition, spatial distribution, and population density. In addition, sometimes a distinction is made between “formal demography” or “demographic analysis,” which includes the statistical analysis of population parameters and their dynamics, and “population studies,” that is, the analysis of the causes and effects of changes in the structure of the population in a broader context and in connection with other phenomena and processes.

Next, the text discusses selected initiatives of the European Commission in the field of intergenerational programming and policies as well as features of the COST Action NET4Age-Friendly: Smart Healthy Age-Friendly Environments (SHAFE). The following sections are focused on studying and discussing examples of projects and methodologies that have been aimed at: empowering facilitators of smart healthy inclusive environments, empowering citizens to deal with health emergencies, and supporting older people’s voices. The conclusion covers selected recommendations for entities of public policy on ageing (ageing policy) as well as potential directions for further research.

The chapter aims to introduce an integrated approach to concepts of (1) smart cities and (2) age-friendly cities and communities. Although these ideas are widely promoted by the European Union and the World Health Organisation, they are perceived as separate. Meanwhile, these concepts are closely intermingled in theory and practise concerning the promotion of healthy and active ageing, a universal design, usability and accessibility of age-friendly environments, reducing of the digital divide and robotic divide, and reducing of older adults’ social isolation. The conclusion underlines the need for participatory creation of ambient assisted living (AAL) technologies and applications with older adults and the need for advocacy to promote AAL in the context of the silver economy especially in the Central and Eastern Europe.
This chapter presents the successive stages to make changes in the Polish development policy after 1989. The national administration reform of 1990 in the Third Commonwealth of Poland restored the local government after 40 years of non-existence during the time of Polish People’s Republic (1944-1989) that was a satellite state of the Soviet Union after the Second World War. Another reform took place in 1998 as a part of preparations for the country’s membership in the European Union (EU) from 2004. Currently developed strategic documents are suggesting the use of the „polarization and diffusion model of the development.” The authors also discuss the regional policy currently implemented in Poland, which was designed in years 2009-2014. The process of creation of new policy includes plans to reform the policy instruments and to update the strategic framework. Conclusions highlight a need for a clearer division of powers between the center and regional governments and the importance of strengthening the financial basis and institutional capacity building.

The complexity of population ageing effect is a significant challenge at a regional and local level. Adaptation activities require the cooperation of local governments, business entities and non-governmental organizations. The article describes the dimensions of interventions, typology of “shrinking regions” and two initiatives: Regions for All Ages and SEN@ER – Silver Economy Network of European Regions. In addition, essay discusses the dilemmas of creating special regional strategies with their implementation factors and barriers in the construction of silver economies. It is supplemented by some conclusions from the analysis of selected regional development strategies in Poland. Summary sets out possible directions for further research for national institutions.

This chapter focuses on maintaining employment in the sector of small and medium-sized enterprises, which is crucial for the functioning of the economy. However, in an economic crisis, the changes in the area of employment of workers often become the foremost way of adapting to declining financial resources, which are the result of reduction of interest in the offer of the organisation by the customers. These actions had proven to be particularly evident in the case of global financial and economic crisis, which also affected the Polish economy after 2008.
The chapter suggests that the layoffs lead to rise in unemployment. Thus, there is a need to promote the outplacement, which is, a technique oriented on responsible dismissals in order to support a smooth transition of laid-off workers to new workplaces. In this way, both employees and companies increase their chances of maintaining competencies and better adapt to market competition requirements.
This chapter explores the characteristics of the labour market policy in Poland, main features of the outplacement in the context of the crisis, examples of the outplacement implementation, plans for further development of the outplacement, and conclusions including directions for further research.

Złożoność skutków starzenia się społeczeństw stanowi istotne wyzwanie na poziomie regionalnym i lokalnym. Działania adaptacyjne wymagają współpracy samorządów terytorialnych, podmiotów gospodarczych i organizacji pozarządowych. Opracowanie przybliża: wymiary interwencji, typologię „regionów kurczących się” oraz dwie inicjatywy: regionów dla ludzi w każdym wieku (Regions for All Ages) i sieci srebrnej gospodarki regionów europejskich (SEN@ER – Silver Economy Network of European Regions). Wskazano także na dylematy tworzenia specjalnych strategii regionalnych i czynniki sprzyjające ich realizacji oraz bariery budowy srebrnych gospodarek. Dodatkowo, przedstawiono wnioski z analizy wybranych strategii rozwoju regionalnego w Polsce. Podsumowanie określa możliwe kierunki dalszych badań.
We współczesnej polityce rynku pracy udział biorą nie tylko takie podmioty publiczne, jak urzędy pracy, lecz także niepubliczne agencje zatrudnienia prowadzone przez podmioty komercyjne i organizacje pozarządowe. Agencje zatrudnienia, mając zróżnicowane cele, struktury i formy zarządzania, podejmują w znacznej mierze działalność aktywizacyjną, zaadresowaną do grup znajdujących się w szczególnej sytuacji na rynku pracy, w tym do osób niepełnosprawnych. Opracowanie ma na celu przybliżenie potencjału krajowych agencji zatrudnienia osób niepełnosprawnych, które są prowadzone przez organizacje pozarządowe. Artykuł zwraca uwagę na teoretyczne koncepcje współpracy publicznych i niepublicznych służb zatrudnienia na poziomie lokalnym i regionalnym. Przybliżono także wybrane wyniki badania własnego, w którym przeprowadzono analizę źródeł wtórnych i indywidualne telefoniczne wywiady kwestionariuszowe. W podsumowaniu przedstawiono rekomendacje praktyczne i potencjalne kierunki dalszych badań.

Contemporary labor market policy involves not only the public sector as labour offices, but also private employment agencies run by commercial entities and non-governmental organizations. Employment agencies have different objectives, structures and forms of management. They take a large extent of activation services addressed to people in a specific situation on the labor market, including disabled persons. Article aims to introduce the capacity of national employment agencies for disabled people, which are run by non-governmental organizations. Article draws attention to theoretical concepts of cooperation between public and private employment services at local and regional. The chapter also shows selected results of research conducted on the basis of an analysis of secondary sources and individual questionnaire telephone interviews. Summary contains practical recommendations and possible directions for further research.

Zmiany w strukturze zatrudnienia mogą prowadzić do kształtowania nowych, bardziej elastycznych relacji z pracownikami. W tym kontekście outplacement jako koncepcja odpowiedzialnego zarządzania zwolnieniami pracowników umożliwia zarówno złagodzenie negatywnych skutków utraty pracy i skrócenie okresu bezrobocia, jak też ochronę kompetencji istotnych przedsiębiorstwa. Opracowanie w oparciu o krytyczną analizę literatury przedmiotu przybliża: przesłanki do outplacementu jakimi są negatywne efekty redukcji zatrudnienia w organizacji, stereotypowe i racjonalne kryteria zwolnień pracowników oraz koncepcję kompetencji kluczowych i ich ochrony.

Article undertakes issue of enterprises layoffs, which is becoming increasingly important along with persistence of the global economic crisis at the beginning of the 21st century. Crisis leads to dynamic changes in the organization environment and in many cases forces the decision to take restructuring actions. Restructuring of firms may include both reduction of operating costs, modernization of production and services processes, changing markets and business partners, as well as the rationalization of employment. Changes in the structure of employment can lead to the development of new, more flexible relationship with employees. In this context, the outplacement as a concept of responsible management of the redundancies can both address the possible negative effects of job losses and reduction of unemployment, as well as the protection essential company competences. Article on the basis of the literature critical analysis brings: evidence for outplacement which are the negative effects of downsizing in the organization, stereotyped and rational criteria for redundancies as well as the concept of key competencies and their protection.

Purpose of this article is to introduce the concept of a new cultural institution, „medialab”. Media laboratory is an interdisciplinary institution that combines the tasks of scientific, educational, cultural and artistic institutions. They are spaces in which technology and digital media are designed. Article introduces the main features of medialabs and possible public tasks in the field of regional cultural policy and innovation policy. It also draws attention to the challenges and barriers in the organization and management of these centers.

One of the main challenges of the contemporary socio-economic development is the process of population ageing. The complexity of the changes associated with it justifies interventions taking into account the challenge of generational solidarity maintenance and robotics divide prevention. Article introduces the concept of silver economy – an economic system based on meeting the needs of ageing populations. This paper present the assumptions of building the silver economy contained in selected documents which are a part of civilizational project „Poland 2030. The Third Wave of Modernity.” Summary include conclusions from the strategy analysis and postulates of further research directions.
Celem artykułu jest przybliżenie koncepcji solidarności pokoleń w kontekście wyzwań procesu starzenia się ludności na początku XXI wieku. Utrzymanie pozbawionych konfliktów relacji pokoleniowych jest kwestią wymagającą wspólnych interwencji podmiotów publicznych, komercyjnych i pozarządowych. The aim of this article is to introduce a concept of „solidarity of generations” in the context of challenges of population ageing at the beginning of the XXI century. Maintaining relationships without generational conflict is a matter requiring joint intervention of public, market and social sectors entities. After the discussion of generation meaning and types of relationships between generations, intergenerational policies models were identified. The description included activities at the international, national, regional and local levels. Later in the article activities assumptions for the solidarity of generations included in the selected documents of civilization project „Poland 2030. The Third Wave of Modernity” were critically analyzed of the main approaches. Conclusions provided recommendations for practical action and further research.
Celem opracowania jest przybliżenie analiz dotyczących dwóch wymiarów wykorzystania potencjału kultury województwa podlaskiego: zróżnicowania kulturowego oraz rozwoju przemysłów kultury i kreatywnych. Artykuł stanowi odpowiedź na spostrzeżenia z recenzji raportu końcowego projektu „Diagnoza partycypacji w kulturze w województwie podlaskim”. W pierwszej kolejności omówiono podstawowe pojęcia i uwarunkowania regionalne tych wymiarów wykorzystania potencjału kultury. Następnie przybliżono główne obserwacje, wnioski i rekomendacje pochodzące z wyników badań. The aim of this paper is closer analyzes of two dimensions of Podlaskie Voivodship culture potential: cultural diversity as well as development of cultural and creative industries. The article is a response to the findings of „Diagnosis of participation in culture in Podlaskie” final report review. This article first describes the basic concepts and regional conditions of cultural potential dimensions. Then brought closer the main observations, conclusions and recommendations derived from research results. Whole essay was supplemented with additional insights and guidance for those involved in conducting of regional policy.

These are a multi-disciplinary non-formal education centers, which allow formation of positive responses to the challenges of an ageing population. Celem opracowania jest przybliżenie istoty i potencjału stosowania outplacementu w Polsce. The ongoing at the beginning of the XXI century global economic crisis forces companies to take over restructuring actions. These changes are often associated with the reduction of employment and shaping of the new contract agreements with employees. Outplacement continues to be weakly popular and poorly recognized in Poland. It is the concept of responsible management of redundancies, which allows to mitigate the negative effects of losing a job and reduce the period of unemployment. The aim of this paper is to describe the essence and potential of outplacement usage in Poland. Undertaken critical analysis of the literature indicate measures for anticipate restructuring and outplacement functions in the protection of key enterprises competencies. Outplacement key stakeholders at the regional level were specified. Possibilities of outplacement organization including the local partnerships and pacts were explored. In other words, the cooperation of the commercial, public and non-governmental sector entities. Summary include proposals for further practical actions.
„Under the conditions of the global financial and economic crisis restructuring undertaken by companies often is associated with the optimization of operating costs in the dimension of human capital. Relatively little popular technique is responsible outplacement, which can reduce the risk of long-term unemployment and maintains the key competencies by the employees and organizations. At the same time public and private employment services usually have no experience in implementing outplacement programs. Small and medium-sized enterprises have difficulties in availability of those services. Paper is based on a critical analysis of the literature and a study conducted in Podlaskie Voivodship in 2012 in the under the project „Innovations in the corner – testing and implementation of new methods of outplacement.” Study included a series of in-depth interviews, focus groups and quantitative CATI research among entrepreneurs and employees. Main conclusions lead to claim that outplacement should be popularized as good practice of corporate social responsibility. The implementation of such programs can be done by increasing the role of social economy actors – in particular non-governmental organizations that carry out tasks in the field of labor market policy.

W warunkach globalnego kryzysu finansowego i gospodarczego podejmowana przez przedsiębiorstwa restrukturyzacja wiąże się często z optymalizacją kosztów działalności w wymiarze kapitału ludzkiego. Relatywnie mało popularną jest technika odpowiedzialnych zwolnień monitorowanych, która umożliwia ograniczenie ryzyka długotrwałego bezrobocia oraz pozwala na zachowanie kompetencji kluczowych tak przez pracowników, jak i organizacje. Jednocześnie publiczne i niepubliczne służby zatrudnienia przeważnie nie mają doświadczenia w realizacji programów outplacement. Programy te są też trudno dostępne dla małych i średnich przedsiębiorstw. Referat opiera się na krytycznej analizie literatury przedmiotu oraz badaniach przeprowadzonych w województwie podlaskim w 2012 roku w ramach projektu „Innowacje na zakręcie – testowanie i wdrażanie nowych metod outplacementu”. Badania obejmowały serię indywidualnych wywiadów pogłębionych, zogniskowanych wywiadów grupowych oraz badanie ilościowe CATI wśród przedsiębiorców i pracowników. Główne wnioski prowadzą do twierdzenia, iż outplacement powinien być upowszechniany jako dobra praktyka społecznej odpowiedzialności biznesu. Realizacja programów może odbywać się poprzez zwiększenie roli podmiotów gospodarki społecznej – w szczególności organizacji pozarządowych realizujących zadania z zakresu polityki rynku pracy.
Opracowanie przybliża wyzwania związane ze starzeniem się populacji ludzkich przyw uwzględnieniu wyłaniania się społeczeństw i gospodarek kreatywnych. Na początku XXI wieku przemianom pracy i czasu wolnego towarzyszą kwestie utrzymania solidarności pokoleń i przeciwdziałania wykluczeniu robotycznemu. Essay approximates challenges of an ageing population and emergencing creative societies and economies. In the early XXI century transformations of work and leisure time is accompanied by issues of maintaining the solidarity of generations and preventing robotic exclusion. The article outlines the most vital features of the medialabs – new type of cultural institutions which can be used to implement actions towards the development of positive responses to these challenges by supporting development of the silver economy and gerontechnology. Work also draws attention to the needs and possibilities of attachment them into the development of intergenerational policies.

Article draws attention to the relationship of ageing process and evolution of the organizational changes in cultural and artistic institutions in cities that are connected to provision of services for older people. Study shows main features of work and leisure time transformation at the beginning of the XXI century and the phenomenon of creative economy with new social stratification and development factors. It also describes creative ageing paradigm, benefits and barriers of building a senior creative capital, foreign and domestic examples of solutions used in this field which are also areas for further research.

The article discusses the main features of „solidarity of generations” concept. This approach is used in the analysis of the ageing process at the beginning of the XXI century as well as in designing of public policy. Essay introduces the basic concepts of generations and relationships between generations meaning. This paper presents the problem of workers lay off and loss along with their exit from the organization its key competencies – skills and knowledge. Importance of management of key competencies was described. The paper also presents outplacement as a way to maintain core competencies even during reducing the human resources within the enterprises.

Among the key development challenges at the beginning of 21st century in Poland are reducing negative effects of an ageing population and increasing the social capital of citizens, their ability to work together to solve problems in various areas of social and economic development. Article brings analysis of these issues in relation to shaping older people social capital. Consecutively discussed are: the basic terms used in the discourse of social activation of the elderly, the assumptions of modern multi-level shaping of public policies in this area as well as typologies of sample solutions for building social capital resources.

It is supplemented by examples of support efforts to promote gerontechnology including: (1) documents and strategic programs, (2) network organizations and clusters, (3) research and development institutions. Essay draws attention to the development of solutions such as: strategies for innovation, welfare clusters, regional silver economy networks, research institutions such as „agelab” and cultural institutions „medialab”. Study indicates potential directions for further research.
Proces starzenia się społeczeństw stanowi istotne wyzwanie dla krajów Unii Europejskiej. W napływie emigrantów z młodszych regionów świata – głównie Azji i Afryki – dostrzega się sposobu na uzupełnienie malejących zasobów pracy, co prowadzi do wzrostu obaw w zakresie możliwości ich integracji w wymiarze międzypokoleniowym ze społecznościami przyjmującymi. Jednocześnie upatruje się korzyści z migracji seniorów oraz możliwości kształtowania gospodarek regionalnych i lokalnych tak by sprzyjały zaspokajaniu ich potrzeb. Process of ageing is important challenge for European Union countries. Influx of immigrants from younger regions of the world – mainly in Asia and Africa – is considered to be a way of supplementing dwindling labour resources, which leads to an increase in concern for their possible inclusion in the intergenerational dimension of the host communities. At the same time sees the benefits of migration and seniors opportunities to develop regional economies and encourage local authorities in order to meet their needs. Aim of this paper is to present concepts of multiple age discrimination, diversity management, creativity policy and relationships of multicultural society with construction of silver economies. Summary contains potential directions for further research on multicultural aspects of silver economy.

The shaping of creative economy is particularly important for development of cities and regions. This process can be analyzed in conjunction with changes in work and leisure time and their place in the human life cycle. This article aims to approximate the main features of: contemporary position of elderly people, creative ageing policy, benefits from seniors creativity and controversies linked to this concept. This essay also indicates the patterns of recommendations and activities in development of services for older people which may be the subject of further in-depth research. The increase in the length of human life favors development of goods and services to the elderly. Article describes phenomenon of the silver economy as an economic system based on meeting the needs of ageing populations. Study presents examples of strategic and organizational solutions related to the creation of gerontechnology. Population ageing is one of the key processes affecting the development of European Union countries. The aim of this paper is an indication of the possibility of collective action against this challenge at the regional level. Article describe assumptions and recommendations for strategic management which taking into account the cooperation of entities from public sector (local governments), market sector (business) and social sector (NGOs). Closer analyses will be conducted on two examples of initiatives from European Union: the Regions for All Ages programme and network organization SEN@ER – Silver Economy Network of European Regions. The summary will indicate possible directions of further research.
Współcześnie coraz częściej zakłada się, iż zmniejszaniu zapóźnień rozwojowych sprzyjają nie tylko środki finansowe, czy dostęp do nowoczesnych technologii, lecz też cechy narodów i społeczności regionalnych. Rozwiązanie istotnych problemów globalnych zależy od umiejętności współpracy między ludźmi na poziomie lokalnym i regionalnym. Innymi słowy w poszczególnych zbiorowościach ludzkich niezbędny staje się kapitał społeczny, który przybierając określone formy umożliwia efektywną realizację zadań na rzecz poprawy jakości życia. Complexity of the changes taking place in modern societies makes it is necessary to deepen the analysis of the impact of social inequality on the activity of old people. Dissemination of new technologies and organizational forms allows solving many social problems and improving the quality of human life. At the same time broadens the range of areas in which old people are losing their authority and differ in expertise required for the achievement of socially valued goods. Article aims to highlight the importance of inequality for the activity of the elderly and its relationship to social capital in conditions of shaping social dispersion space order. Growth in popularity of computer (video) games is a noticeable change in recent years. Electronic entertainment increasingly engages the wider society and reaches to new audiences by offering them satisfy of wide variety of needs and aspirations. As a mass media games not only provide entertainment, but they are also an important source of income, knowledge and social problems. Article aims to bring closer look on the common areas of games and comics. On the one hand designers and artists working on games are often inspired by comic books, as well as they create their licensed adaptations and separate „interactive issues”. On the other hand more and more often we can see comics based on popular games. Study present the areas of agreement, cooperation or dependence like: technologies used to create games and comic books, use of comic books to comment events in the gaming industry and organization of exhibitions or events popularizing the works from both fields.

At the beginning of the XXI century, human societies are entering a period of „late modernity” characterized by new forms of trust and risk, untransparent social situations and economic, political and cultural globalization. These processes are associated with the presence of abstract systems that surround people and which require support of people with expertise in the fields which include transport, telecommunications, finance, security, media, energy. At the same time, it is noted that the expertise cult is born and specialists not only meet the identified needs, but also produce new, thus contributing to the development of a culture of narcissism. Article aims to explain the characteristics of expert systems and cultural narcissism, experts role as a participant in social change, model types and kinds of experts with their arcane in to ontological and epistemological structures of the social world. I also highlight the problems associated with the suppression of restrictions in to the access of expertise knowledge.

Media allows reaching with information’s about current events to the broad masses of recipients, they interpret it and construct their meanings, they create a community of values, organize entertainment in leisure time and mediate in mobilizing social movements. Polish society gathers features specific to „late modernity” period. In this period grows up the meaning of organizational forms, flow of information, trust to other people and complicated technical systems, uncertainty, taking a risk as well as progressive economic, political and cultural globalization. One of threats and challenges is the process of population ageing. The article attempt to recognition of specific safety problems of old men’s in Białystok. Safety is treated as necessary condition for far more researches on practical solutions connected with the professional activity of seniors and growth of their social participation. Assurance of seniors safety can lead to lowering costs of their maintenance as well as the formation of positive attitudes towards old age and cultural openness. The work brings closer connections between safety and social capital topics as well as chosen empirical analyses.

Civic non-participation in public life is one of the most important problems in contemporary Poland. This phenomenon makes all generations equal and it requires breaking of the barriers in intergenerational integration. Presented study shows that the aspiration for coherence and stability of the system may be based on the taking advantage by using benefits of age difference in society. Article indicates dimensions and levels in seeking quality solutions for the integration in conditions of shaping social dispersion space order. It also contains types of different approaches to the integration barriers related with process of aging society and discrimination based on age phenomenon.

Attitudes towards elder people in society depend on the pace of its technological and economical development. Fast changes not only encourage discrimination on the ground of age but also blur the perception of both individual and collective benefits from the extension of life length. This article emphasizes the necessity of finding new ideas of elders’ active social participation. Furthermore it points out the conceptions of creating city areas that favor development and integration of all age groups.
